The Future Congress on Government & Administration 2026 brings together decision-makers from government, politics, academia, and business in Berlin to discuss concrete solutions for an efficient and modern state. After all, sovereignty arises not only from data centers, cloud locations, or data protection, but also from the state’s ability to develop and operate software securely, quickly, and independently.

Under the title “Digitally sovereign? Only if the government masters its software production”, Laith Ata and Frederik Fritz will use the example of a current IDP tender to demonstrate why modern Internal Developer Platforms are far more than just a DevOps tool. The focus includes CI/CD, self-service, preview deployments, operating models, air-gap capability, reference architectures, and controllable supply chains—in short: the platform layer as strategic infrastructure for a digitally capable state.
